Jay Dryer delivers the closing keynote for the 10th Annual Research and Development Summit. Jay Dryer is the Director of the Strategic Capabilities Office (SCO) under the Office of the Under Secretary of Defense for Research and Engineering (OUSD R&E). He brings over three decades of experience, specializations, and leadership of various directives for the United States Department of Defense.

Jay Dryer has a deep-rooted expertise in the defense sector. His educational background includes a Bachelor of Science degree in Systems Engineering from the United States Naval Academy and a Master of Science degree in Ocean Engineering from the Massachusetts Institute of Technology.

 

Boosted by his academic accomplishments and proven credentials, he led the last survey missions in 1988 to the sites of the lost USS Thresher and USS Scorpio. He also directed uncrewed submersible vehicle missions, locating the wreck of USS Yorktown that sank during World War II. 

 

Jay Dryer’s career timeline

 

Earlier in his career, Jay Dryer specialized in the operations and development of unmanned aerial and submersible vehicles under the U.S. Navy’s Nuclear Submarine Force, the Deep Submergence Unit, and Development Squadron Five. Under his command, he led a number of oceanic missions and surveys.

 

Mr. Dryer leveraged these experiences in his succeeding leadership roles at Arion Systems and SRA International, where he provided technical support to the Defense Advanced Research Projects Agency (DARPA). His work included rotorcraft research to develop an autonomous vehicle race in the desert under the DARPA Helicopter Quieting Program.

 

One of Mr. Dryer’s most significant works was with NASA’s Aeronautics Mission Directorate (ARMD). He held increasing duties as the Deputy Associate Administrator for Programs, Director of the Advanced Air Vehicles Program, and Associate Administrator, where he assumed a range of responsibilities for the directorate’s activities and processes.

As Director of the Strategic Capabilities Office, Jay Dryer manages the office’s mission to develop innovative multi-domain measures and countermeasures against current and future threats. He ensures strategic and operational superiority by equipping the DoD with unconventional capabilities ahead of the global defense curve.

 

His leadership landed him several speaking engagements, delivering important notes on new  military technologies. In 2021, he served as a keynote speaker for the Fall 2021 5G Summit, organized by the Potomac Officers Club. Mr. Dryer’s insights for the summit encompass the 5G’s role in strengthening military arsenal.
