USSOCOM Issues RFP for Potential $24B TREX 3 Contract

The U.S. Special Operations Command has issued a request for proposals for a potential seven-year, $2.39 billion follow-on contract for the delivery of supplies and services for the Targeted Requirement Execution, or TREX, 3 program.

TREX 3 Contract Details

According to the notice posted on SAM.gov Friday, the indefinite-delivery/indefinite-quantity, firm-fixed-price and multiple award contract includes seven, one-year ordering periods with the initial ordering period expected to be completed by Oct. 15, 2026. The cost-plus-fixed-fee and cost-reimbursable contract will run through Oct. 2032 if all options are exercised.

Based on the draft request for proposals and pre-solicitation notice posted on Jan. 27, the contract covers equipment and incidental services for command, control, communication and computers and intelligence, surveillance and reconnaissance-related. The C4ISR equipment and services will involve system integration, hardware and modifications, specialized communication solutions and networks and signal processing capabilities.

The TREX 3 MAC will be awarded through full and open competition. USSOCOM intends to award three to six contracts, with up to one prime contract reserved for a small business offeror.

Interested contractors can submit their proposals by April 28.
