IBM Wins $148M GSA Contract for ETSNext Travel & Expense Tech-Managed Service

IBM has won a 15-year contract from the General Services Administration to provide technology-managed service for the next-generation platform of E-Gov Travel Service.

GSA said Wednesday it expects the new travel and expense management platform, called ETSNext, to provide government travelers better access to a mobile interface, charge card integration and other commercial features and facilitate federal travel booking.

This is the first time Travel and Expense will be delivered as a shared service to civilian federal agencies, making it easier to provide a modern, compliant, and secure experience for federal employees traveling on official business,” said Tim Burke, executive director for the Office of Travel, Employee Relocation and Transportation at the General Services Administration’s Federal Acquisition Service.

Contract Details

According to the Federal Procurement Data System-Next Generation, the contract has a ceiling value of $148 million and is expected to run through November 2039.

GSA launched a full and open competition and received five offers for the contract, which has a base value of approximately $120 million.

In addition to tech-managed service, the vendor will provide audit and reporting support services to ensure federal travel complies with travel regulations.

What Is ETSNext?

ETSNext will further category management objectives by consolidating more than 30 data models used across the ETS2 systems into one centralized model,” added Burke, who also serves as governmentwide travel category executive.

GSA expects the new travel platform to support over 124 civilian agencies, over 2.6 million transactions per year and more than 1 million federal travelers.

According to GSA, ETSNext will serve as a single centralized travel and expense service that the agency will manage for governmentwide use and will support travel and expense business standards created as part of the Federal Integrated Business Framework.

Civilian agencies are expected to begin their transition to the new service in fiscal year 2025. GSA expects all agencies to migrate to the new platform by June 2027.
