Inside CISA’s $3B FY 2025 Budget

The Cybersecurity and Infrastructure Security Agency has a budget of $3 billion for fiscal year 2025, $1.7 billion of which will go towards cybersecurity efforts to advance programs that detect and counter cyberattacks throughout critical infrastructure.

CISA’s Key Budget Priorities

Continuous Diagnostics and Mitigation Program

CISA’s fiscal year 2025 budget includes $469.8 million for the Continuous Diagnostics and Mitigation, or CDM, program. The initiative is designed to provide federal civilian agencies with cyber situational awareness data and a summary of risk exposure throughout the government.

CISA Director Jen Easterly, a 2024 Wash100 awardee, considers the CDM program as an “invaluable tool” for protecting federal agencies.

“Using our CDM program and our vulnerability scanning tools, CISA identified and drove mitigation of over 15 million severe vulnerabilities across the federal government in FY 2023,” Easterly said. 

Joint Collaborative Environment 

Joint Collaborative Environment, or JCE, efforts have received $394.1 million in CISA’s budget for the upcoming year. The JCE allows CISA to fulfill its mission of centralizing cyber threats across federal, SLTT and private sector stakeholders while working to minimize associated risks.

The increased JCE funding comes after the CISA requested $424.9 million in its fiscal year 2024 budget proposal to establish a new Cyber Analytics and Data Systems, or CADS, program. The CADS program is designed to provide CISA analysts with a scalable analytic infrastructure to support efficient data transfer within the JCE.

CISA’s Other Budget Areas

The National Risk Management Center will also receive $139.6 million to provide infrastructure consequence analysis, decision support and modeling capabilities. 

Other funding efforts in CISA’s FY 2025 budget are:

  • $485.1 million for mission support activities
  • $254.9 million for integrated operations to support CISA’s field teams 
  • $187 million for infrastructure security efforts to increase resilience for critical infrastructure through risk management and collaboration with the public and private sector critical infrastructure community
  • $130.3 million to ensure emergency communication interoperability and provide assistance to SLTT stakeholders, including priority telecommunications services
  • $98.4 million for stakeholder engagement and requirements to enable coordination and cross-sector risk management across all critical infrastructure sectors
