Army Unveils $50B MAPS Vehicle for IT, Professional Services

The U.S. Army has launched a potential 10-year, $50 billion acquisition vehicle for information technology and professional services.

The Marketplace for the Acquisition of Professional Services contract vehicle was formed after the Army’s Program Executive Office Enterprise Information Systems and Army Contracting Command-Aberdeen Proving Ground consolidated the IT Enterprise Solutions 3-Services and Responsive Strategic Sourcing for Services contracts, the military branch said Monday.

MAPS 

MAPS is a multiple-award, indefinite-delivery/indefinite-quantity contract that is set to replace the ITES-3S and RS3 contracts in 2027. The vehicle also aligns with the military branch’s digital transformation efforts and initiative to implement Agile processes.

The creation of MAPS is a great example of the government seeing the potential to bring efficiencies together and communicating its ideas to our industry partners early. Over the last four months, we sought out and read hundreds of responses from industry, which confirmed our thoughts. Reducing duplication of effort, while saving the government and industry both time and money, made this decision a no-brainer,” said Danielle Moyer, executive director of ACC-APG. 

The newly merged contract will enable the Army, the Department of Defense and other federal agencies to procure IT and knowledge-based professional services, including program management, research and development, testing, business process reengineering and cybersecurity support.

We gathered feedback from our government customers and vendors and are now creating MAPS to maintain flexibility and grow as fast as industry and technology will allow,” said Reg Shuford, project director for Enterprise Services at PEO EIS. “This contract will be the next wave to decrease the flash to bang from requirements to delivery.”

PEO EIS plans to conduct an Industry Day for the MAPS contract vehicle by the end of 2024.

ITES-3S and RS3 Contracts

In September 2018, the Army awarded 135 companies positions on the $12.1 billion ITES-3S contract vehicle.

Army Contracting Command received 187 offers for ITES-3S, which covers cybersecurity, network and systems operation and maintenance, IT supply chain management and telecommunications operations and maintenance support, among others.

RS3 is a 10-year, $37.4 billion contract covering engineering, logistics, acquisition and strategic planning, education and training and research, development, test and evaluation support services.
