Fluor (NYSE: FLR) has appointed Jim Breuer as chief operating officer and promoted Kevin Hammonds to to chief legal officer.
The C-level position appointments were announced during the engineering and construction firm’s second quarter earnings call on Aug. 2, Fluor said Monday.
As COO, Breuer will lead efforts to expand company perspective on its markets. The newly created role is also focused on determining the strengths and possible requirements needed in project delivery and talent allocation across Fluor’s business segments: Energy Solutions, Mission Solutions and Urban Solutions.
Breuer has served in various roles in his 31 years with Fluor. He spent the first 16 years performing different project roles before he was promoted to project director and eventually director of operations and vice president of project director. He continued to climb up the corporate ladder until he was named group president of energy solutions prior to his recent appointment.
Hammonds, on the other hand, will take over the retiring John Reynolds, who has been with Fluor for almost 40 years. Reynolds will still be part of the board of directors as corporate secretary until May 2025.
Before his recent promotion, Hammonds had already spent almost 20 years with Fluor. He started off as counsel in 1996 before becoming assistant general counsel, general counsel and senior vice president and managing general counsel.
David Constable, chairman and CEO of Fluor, emphasized the need to build on the previous years’ progress and continue their strategy of building a better future. “As we wrap up the first chapter of this strategy, it’s time to develop plans for the next chapter, including maximizing opportunities in growth markets, remaining laser focused on execution, generating consistent operating cash flow and continuing to develop the company’s most important resource, our people.”
Breuer went to the University of Illinois Urbana-Champaign, where he earned a Bachelor of Science degree in Civil Engineering. He also holds a Master of Science degree in Construction Engineering and Management from Stanford University as well as a Master of Business Administration degree from Cornell University.
Meanwhile, Hammonds graduated from the University of Tennessee with a Bachelor of Arts degree in Political Science and History. He later earned a Doctor of Jurisprudence degree from the University of Tennessee College of Law.
