Haines has remained a strong advocate of providing support to Ukraine amid its war with Russia. In January, she was one of the panelists at the World Economic Forum discussing the importance of Western aid to Ukraine.
She called the war “a grinding conflict where quite literally, we’re talking about hundreds of meters being fought over in the context of the frontlines.” “It will be extremely important for Ukraine to receive essential military assistance and economic assistance moving forward in order for them to be able to continue to manage what they have been heroically doing,” she said.
The Office of the Director of National Intelligence Foreign Malign Influence Center was publicly introduced for the first time in May when Haines testified before the Senate Armed Services Committee to explain the agency’s new measures to combat foreign disinformation. The center started operations a year earlier following a Congressional directive to address foreign interference in U.S. elections and other activities.
“It encompasses our election threat work, essentially looking at foreign influence and interference in elections, but it also deals with disinformation more generally,” Haines said. “What we have been doing is effectively trying to support the Global Engagement Center and others throughout the U.S. government in helping them to understand what are the plans and intentions of the key actors in this space: China, Russia, Iran, etc.”
The Director of National Intelligence was also one of the government officials who participated in the first-ever classified briefing on artificial intelligence in Senate. The meeting was organized by Senate Majority Leader Chuck Schumer, D-N.Y., to lay the foundation for AI legislation in the interest of national security. Haines briefed the senators along with other Wash100 winners, Vice Adm. Frank Whitworth, director of the National Geospatial-Intelligence Agency; Kathleen Hicks, deputy secretary of defense; and Arati Prabhakar, director of the White House Office of Science and Technology Policy.
Haines unveiled the 2023 National Intelligence Strategy in August, providing an overview of ODNI’s four-year plan to boost IC preparedness against threats posed by adversaries, climate change and health security.
She noted that the strategy will help fortify U.S. critical infrastructure through deeper study of supply chains, economic statecraft tools and awareness of emerging technologies’ impact on U.S. competitiveness.
