This year’s win marks Mengucci’s fifth consecutive Wash100 Award.

Under Mengucci’s leadership, CACI saw its first-quarter revenue for fiscal year 2024 rise 15 percent to $1.85 billion driven by organic growth. The company posted $3.1 billion in Q1 contract awards and ended September with a total backlog of $26.7 billion.
“The business is performing well and ahead of our expectations at this point in the year. We are strategically positioned in the right markets with differentiated capabilities,” Mengucci said in a statement released in October. “As a result, we continue to win high-value, enduring work that supports our long-term value creation goals of delivering top-line growth, strong profitability, and robust free cash flow.”
The Reston, Virginia-based information technology services contractor secured several major contracts in 2023, including a $2.7 billion contract for network and exploitation analysis with the National Security Agency; a $209 million contract from U.S. Navy Fleet Forces Command to build software and other tech platforms in support of the Naval Forces Logistics program; and a $125 million contract from the Navy to provide full life cycle support for command, control, computers, communications, cyber, intelligence, surveillance and reconnaissance systems used by Department of Defense combatant commands and first responders.
By mid-2023, CACI began delivering services under a $5.7 billion blanket purchase agreement the Department of the Air Force awarded to support its Enterprise Information Technology as a Service Wave 1 initiative.
The defense contractor also received a potential seven-year, $1.2 billion contract, called Spectral, to build and deploy next-generation shipboard signals intelligence, information operations and electronic warfare systems for the Navy’s tactical mission operations.

We are honored to support the Navy to ensure dominance in all environments and against all adversaries,” Mengucci said of the Spectral contract with Naval Information Warfare Systems Command.
In December, the company booked a $420 million contract to provide C5ISR-related engineering services for two U.S. Army Combat Capabilities Development Command components.

At a conference in October, Mengucci was one of the GovCon industry executives who shared their insights on the defense and government market and offered their market predictions for 2024. During the event, he highlighted the importance of software.
“In our marketplace, software’s going to play a much larger role in where the nation goes in the government space,” Mengucci stated. “Software has got to be everybody’s superpower. I like to say it’s ours because we’ve been focused on it for a long, long time.”
The CACI chief executive also shared his thoughts on mergers and acquisitions in the GovCon industry, particularly on the buyer’s vs. seller’s market question.
“I think it’s always both [a buyer’s and seller’s market], frankly. I’m not trying to be Switzerland here, but it purely is. If there’s an asset out there that we can’t create the intellectual property or the long-term value faster than somebody else can, and that’s a gap for us, we’ll be all over our acquisitions. But we have to be discriminating buyers,” noted Mengucci, who was named to the executive committee of the Professional Services Council’s board of directors in December.
With Mengucci at the helm, CACI received a number of accolades in 2023. Employee engagement technology partner Energage named the company a Top Workplace USA for the third consecutive year. The company was also recognized by Fortune magazine as one of the World’s Most Admired Companies for 2023, marking its 6th consecutive time on the list.
Mengucci stated that the Fortune recognition “is the result of our strong commitment to hiring and retaining industry-leading talent, delivering innovation to our customers, and providing value to our shareholders.”
Prior to taking the helm at CACI, he served as chief operating officer of the Reston, Virginia-based technology services contractor and was responsible for implementing the company’s market strategy, integrating strategic acquisitions, developing the company’s recruitment and retention plan and creating the shared services center, among others.
