The Potomac Officers Club’s 2023 Homeland Security Summit on Nov. 15 will bring together the foremost experts and decision makers from government and industry to discuss the nation’s most urgent homeland security challenges and what’s being done to address them.

Keynote Speakers
Paul Courtney, chief procurement officer for the Department of Homeland Security, will kick off the summit with an opening keynote address. In his role, Courtney is responsible for the management direction of the DHS acquisition system, including implementation of the unique acquisition policies, regulations, and standards of the agency.
Jody Hardin is the executive director for Planning, Program Analysis and Evaluation within the U.S. Customs and Border Protection’s Office of Field Operations. Hardin leads strategy development, operational analysis and business transformation efforts that impact all ports of entry across the U.S.
Shonnie Lyon serves as the director of the Office of Biometric Identity Management within DHS. Lyon is responsible for overseeing day-to-day operations of the program and advancing biometrics.
Panels
The Securing Our Homeland: Technologies, Innovations and Priorities panel discussion moderated by LMI’s Chris Hagner features RDML Christopher Bartz, CIO and assistant commandant for C4 and IT for the U.S. Coast Guard; CBP CTO Sunil Madhugiri; Keith McCloskey, CTO for the Homeland Security and Justice businesses at ECS; and Kristin Ruiz, deputy assistant administrator and deputy CIO for the Transportation Security Administration.
The Homeland Security Acquisition at the Speed of Need conversation, moderated by M9 Solutions’ Sean DuGuay, features panelists Tina Burnette, program management director at SAIC; David Patrick, chief acquisition executive for the Cybersecurity and Infrastructure Security Agency; Dina Thompson, TSA’s deputy assistant administrator for Contracting & Procurement; and Mario Wilson, assistant administrator for TSA’s Office of Acquisition Program Management.
The Citizen Development and Embracing Shadow IT panel includes speakers Mark Andress, global vice president at Oracle Government Defense & Intel and former NGA CIO; Paula Wagner, director of the DHS Cloud Program Management Office; and Chris Wallace, division chief of systems delivery at the U.S. Citizenship and Immigration Services. This panel is moderated by Fiza Petro of Capgemini Government Solutions.
