The National Nuclear Security Administration within the Department of Energy has issued a draft request for proposals for a contract to provide management and operations support for the Pantex Plant in Amarillo, Texas.
NNSA is considering a 20-year performance period for the contract consisting of a five-year base term and three five-year option periods, according to the draft RFP published Thursday.
According to the draft statement of work, the contractor will support the plant’s national security missions by providing infrastructure management and maintenance support, information technology and cybersecurity protocols and applications and human resource management services, including skills recruitment, retention and training.
The vendor will also provide support services for emergency management, health, safety and security systems; environmental and waste management; safeguards; armed protective forces; and purchasing and other administrative systems.
NNSA intends to host a site visit on May 2 and virtual one-on-one meetings during the week of May 8 to help potential offerors better understand the government’s contract requirements.
In May 2022, NNSA decided to cancel the potential 10-year, $28 billion contract award to Nuclear Production One, a joint venture of Amentum and Fluor (NYSE: FLR), to manage and run the Pantex Plant and the Y-12 National Security Complex in Tennessee after conducting a contract structure review.
During the review, the agency determined that it needs to hold two separate solicitations for the two sites.
Comments, suggestions and other feedback on the draft solicitation are due May 11.
