The U.S. Army has asked industry stakeholders to submit proposals for a potential 10-year, $900 million contract to enable the service to accelerate modernization priorities and innovation to support warfighters in multidomain operations.
The Army Modernization Priorities program is a multiple-award, indefinite-delivery/indefinite-quantity contract and is expected to be awarded between February and March, according to a request for proposals published Friday.
The Army expects to award six to nine IDIQ contracts through the procurement vehicle with plans to set aside two or three of the awards for small businesses.
The AMP IDIQ contract seeks to help the service branch and other joint warfighter partners achieve MDO overmatch capabilities through rapid prototyping, experimentation, analytics and technology insertion and integration. The requirement covers research and development, including applied research, operational systems development and demonstration and validation, in support of the Army Research Laboratory, Department of Defense and other government agencies.
In February, the Army released a draft solicitation to seek feedback on the AMP program.
According to the RFP, the Army will evaluate each proposal based on five factors: technical, management approach, past performance, small business participation and cost. The service will also assess the vendor’s ability to apply emerging technologies to specific areas of interest, including mission area support and technical area support.
Mission area support covers penetration and elimination of enemy anti-access and area denial systems, capability to counter adaptable threats and expeditionary and special operations support.
Technical area support includes electronic warfare, cyber and sensor technology; software design, development and integration; and counter-hypersonics and counter-unmanned aerial system technology.
Interested stakeholders should request a copy of the performance work statement through Nov. 11 and submit questions and comments on the RFP through Nov. 30.
Proposals are due Dec. 21.
