Air Force Solicits Proposals for $1B TETRAS II Test System Support IDIQ

The U.S. Air Force has released a request for proposals for the second iteration of a potential five-year, $1 billion contract vehicle to build and update test and evaluation systems for munitions, spectrum improvements, electronic combat and C5ISR platforms.

Test and Evaluation Technologies for Ranges, Armaments and Spectrum II is a multiple-award, indefinite-delivery/indefinite-quantity contract that seeks to provide the 96th Range Group and its clients the capability to develop and upgrade testing systems and facilities as well as back mandatory radio frequency spectrum plans as the testing community kicks off the process of moving from 5th to 6th generation cyber and weapon systems, according to a solicitation notice published June 6.

The service expects the TETRAS II contract to help the military meet short lead times and dynamic test requirements, particularly when procuring highly specialized software and hardware.

The follow-on contract will require the vendor to acquire software and hardware and test equipment to develop and modify ground, air, sea and space systems and facilities needed to test and evaluate C5ISR, cyber and electronic combat platforms within live and virtual test parameters, according to the statement of work.

The contractor should also be proficient in various areas, including modeling and simulation, prototype fabrication, requirements analysis and model-based systems engineering.

The Air Force, which issued a presolicitation notice for TETRAS II in March, will hold a virtual pre-proposal conference on June 22 and accept responses to the solicitation through July 22.
