FDA Launches New Enterprise Modernization Approach

The Food and Drug Administration is shifting to an enterprise-wide modernization approach to combat organizational fragmentation and data silos while improving operational efficiency and data utilization.

With three guiding components aimed at creating infrastructure to support change, developing a common operational approach and ensuring strategic alignment, FDA’s Enterprise Modernization Action Plan outlines a strategy for leveraging data as a foundation.

The agency’s EMAP builds upon the foundation set by the agency’s previous two modernization action plans focused on data and technology, respectively. In a document published Thursday, the plan describes the FDA’s efforts to reexamine its existing business process approach and enable more cross-agency collaboration.

“Excessive reliance on custom solutions has resulted in legacy applications that are costly to implement and maintain,” the document states. “FDA organizations have initiated modernization efforts without sufficient coordination, which risks perpetuating this cycle.”

The new plan sets out to dismantle the FDA’s historical program- and organizational unit-focused approaches in favor of optimally connected IT systems that reach across the entire agency.

Work is already underway for the FDA along this effort. The FDA has created a team, the Enterprise Transformation Operation, to review challenges and implement modernization practices.

“Looking ahead, plans for the ETO include increasing staff, establishing an Office of Enterprise Transformation in the Office of the Commissioner, and continuing work across the agency to develop alignment and engagement in these critical activities,” the document describes.
