Kevin Phillips, ManTech Chairman, President & CEO, Receives 2022 Wash100 Recognition for Organic Expansion Leadership

ManTech started calendar year 2022 with an expansion move through its acquisition of Technical and Management Assistance Corp., a Columbia, Maryland-based provider of data engineering, systems engineering, mission management, data collection and analytics services to intelligence community customers.

“ManTech has a well-established reputation as a leader in analytics capabilities that collect and decipher vast data flows across SIGINT systems,” said Phillips. “Technical and Management Assistance Corporation builds on these strengths with complementary solutions that ensure the delivery of vital intelligence at speed.”

The acquisition of TMAC came less than a month after ManTech closed its $350 million cash purchase of Gryphon Technologies, a Washington, D.C.-based digital and systems engineering company, from private equity firm AE Industrial Partners.

The deal was first announced in November 2021 and ManTech said the transaction brings in new programs, customers and skilled professionals for the company’s defense business.

“The addition is highly complementary and builds upon our differentiated technology capabilities, extending our Department of Defense footprint and positioning us for continued growth,” Phillips said of the Gryphon deal.

The chief executive also believes in the use of procurement instruments like other transaction authorities to help bring more commercial technology platforms to the federal government.

In a panel discussion in November, Phillips said the government should continue using OTAs as a way to shift the acquisition process’ focus from contract requirements to an outcome-based approach to help speed up the delivery of commercial innovation to agencies.

He noted that agencies seeking to gain access to more technology innovation should use indefinite-delivery/indefinite-quantity contracts that would allow them to issue task orders and enable vendors to develop more novel tech systems.

“The need for technology is going to be moving every three to six months,” Phillips said. “Allow the program to have a [research, testing development and evaluation] fixed-price contract line item that they can develop, and if it needs to move out, they can expand it.”

As part of efforts to support the federal government’s mission needs through technology, ManTech partnered with Google Cloud to deliver cloud and analytics services to agencies.

“Our work together will be the benchmark for quality, security and innovation in serving agencies’ rapidly evolving technology needs,” Phillips said of the partnership.

In April 2021, ManTech was recognized by Amazon Web Services for its work in helping government agencies manage cloud migration and DevOps approach adoption. The AWS Migration and DevOps Competencies demonstrated ManTech’s adherence to best practices and efforts in assisting agency clients in their cloud deployment efforts.

Under Phillips’ leadership, ManTech secured several contracts in 2021, including a $265 million contract to help a Department of Defense component design, develop and deploy the Joint Common Access Platform, an operational infrastructure for cyber operators; a $123 million contract to help the FBI manage, secure and maintain information systems; a $100 million contract to provide architect-engineer services and sustainability support for U.S. Navy ranges worldwide; and an $86 million contract from the Department of Homeland Security to architect and engineer information technology systems for the U.S. Citizenship and Immigration Services.

The Herndon, Virginia-based defense contractor also won a position on a potential 10-year, $4.4 billion contract to provide security services under the U.S. Air Force’s Special Access Program.

Phillips joined ManTech following the company’s acquisition of CTX in 2002, and has served across various leadership positions, including chief financial officer and corporate vice president. He became CEO and president of ManTech in January 2018 and assumed the additional role of chairman in September 2020.

He is a member of the Professional Services Council’s board of directors and executive committee and sits on the board of the CIA Officers Memorial Foundation.
