Stacey Dixon, Principal Deputy Director of National Intelligence, Named to 2022 Wash100 for Championing Satellite Policy Reform & GEOINT Security

Dr. Stacey Dixon, principal deputy director of national intelligence at the Office of the Director of National Intelligence (ODNI), has received a 2022 Wash100 Award, the third consecutive time that she’s won the most prestigious award in all of government contracting (GovCon).

This year, Dr. Dixon has received a 2022 Wash100 Award for her critical leadership for both the NGA and ODNI in her recent roles and for driving innovation for the intelligence community in GEOINT capabilities, commercial remote sensing satellites and a comprehensive science and technology strategy.

After receiving her 2021 Wash100 Award for driving innovation in GEOINT capabilities as well as digital transformation efforts, Dixon secured the most votes in the nine-year history of the award to win the most competitive Wash100 Vote Standings. The outpouring of support from the GovCon community demonstrates her impact in our industry as well as in the federal landscape.

Prior to her appointment to the ODNI Principal Deputy Director post in August 2021, Dr. Dixon served as deputy director for NGA since July 2019. In the role, she helped manage agency operations and the National System for Geospatial Intelligence.

“Her deep knowledge of intelligence tradecraft, her experience in intelligence-related technological innovation, and her appreciation of the critical work that intelligence professionals perform every day will serve us well at this critical moment in our history,” said ODNI Director Avril Haines, a fellow 2022 Wash100 Award recipient.

More recently, Dixon stated that the Biden administration and the intelligence community as a whole were advancing their efforts to promote competition and minimize regulatory burdens in the market for commercial remote sensing satellites. Dixon explained that the IC is working to incorporate industry input into this process to better understand the needs of commercial enterprises.

“If we don’t adapt, others will set the rules and challenge our new leadership. We should set the rules. We should influence the standards, and do so in a way that is consistent with our democratic values,” Dixon elaborated. “We want to pare down the constraints you face to only those that are absolutely necessary, particularly when it comes to competing on capabilities that are commercially available from others.”

In addition, Dr. Dixon also revealed that the intelligence community is set to release a science and technology strategy that could be used by industry and academia as a roadmap for developing tech capabilities. She explained that the strategy will help to articulate some of the capabilities in the realm of satellites, analytical tools or other areas that the intelligence community needs.

Dixon also said that the intelligence community is in the early stages of investing in resources to combat cyber threats and recruiting professionals in the field. Dixon noted that the IC works with the FBI and the Department of Homeland Security (DHS) to share information on cyber threats to technology to help protect intellectual property.
