5 Companies Land Spots on $249M Navy Support Facility Construction Contract

Five companies have landed spots on a $249 million multiple-award contract to support construction projects at the U.S. Navy’s support facility in the British Indian Ocean Territory atoll known as Diego Garcia.

Contractors will compete for task orders to renovate offices, replace or repair built-in equipment, work on electrical and mechanical systems, demolish old buildings and maintain piping systems through the indefinite-delivery indefinite-quantity contract, the Department of Defense said Thursday.

Tasks also include asbestos work, painting and paint removal, roofing, road pavement and site support.

Naval Facilities Engineering Systems Command received five proposals via a competitive procurement and expects the design-build/design-bid-build construction services to be complete in September 2026.

The awardees are:

  • Black Construction/MACE International joint venture
  • ECC Diego Garcia
  • JSK Diego Services
  • MVL-Bromgrove JV
  • Parsons Colas UKP JV

NAVFAC is awarding Black Construction/MACE International JV a $4 million initial task order and providing a guaranteed minimum amount of $100,000 each to the four other companies.
