Jane Rathbun, deputy assistant secretary of the U.S. Navy for information warfare and enterprise services, and Office of Naval Research Global Executive Director Matt Farr will join a panel discussion at the Potomac Officers Club’s 2021 Navy Forum on May 12.
Rathbun concurrently serves as the Department of the Navy chief technology officer and acts as the DON point of contact on matters related to information technology and operations, space and command, control, communications, computers and intelligence.
As the DASN, she is responsible for driving innovation across the branch’s portfolio of information-centric programs and projects intended to accelerate capability development and delivery to the naval fleet.
Capt. Farr oversees the ONR’s international arm in efforts to promote its science and technology programs. He previously served as the PMA-264 Air ASW Systemsâ deputy program manager and guided five integrated product teams, managing a $1.3 billion project as part of the Future Years Defense Program.
He also managed the Navyâs Harpoon and Standoff Land Attack Missile Expanded Response programs as deputy program manager in PMA-201 Precision Strike Weapons.
Before his commissioning, Farr became a member of the Defense Acquisition Corps and finished the leadership development program of Naval Air Systems Command. He also earned a Joint Professional Military Education Phase One certificate from the Air Command and Staff College.

The event will feature James Geurts, acting Navy undersecretary and 2021 Wash100 Award recipient, as keynote speaker. Geurts will be introduced by Susan Lawrence, armed services portfolio lead in Accenture Federal Services’ national security practice.
Bill Marion, managing director of growth and strategy for the defense and intelligence practice at AFS, will lead the panel discussion. Capt. Ben Van Buskirk, director of NavalX, will also participate in the forum as a panelist.
