This marks the fourth time that Hurlebaus has been recognized with a Wash100 Award for his vision and leadership in the government contracting (GovCon) industry.

Hurlebaus has led the CGI Federal team since April 2015 to deliver business process management, information technology, systems integration and engineering, cloud, application management and consulting services to civilian, defense and intelligence customers. His group offers a wide range of services through governmentwide contract vehicles.
CGI moved to grow its consulting and enterprise application support offerings for the federal government in March 2020 through the acquisition of TeraThink. Combining TeraThink’s agile enablement, application development, and data analytics capabilities with CGI’s Federal’s breadth of IT services will enhance the company’s offerings available to assist federal agencies.
Hurlebaus said at the time that both parties “share a culture of delivering quality services, addressing evolving needs in partnership with our clients and maintaining a track record of high client satisfaction and longevity.”
Montreal-based CGI further expanded its technology consulting market footprint in the U.S. when the company acquired Harris, Mackessy & Brennan’s professional services division at the end of 2020.
CGI has attributed its financial performance over the past four decades to organic growth and merger initiatives as part of what it calls the “build-and-buy” strategy and has closed 89 mergers since 1989, when the company went public.
In October 2020, the Department of Justice (DOJ) selected CGI to provide mail and general support services to DOJ offices, bureaus, divisions and boards through a potential four-year, $400 million indefinite-delivery/indefinite-quantity contract. The IDIQ award includes warehousing efforts supported by Sunflower Asset Management Solutions, a set of tools built to help organizations manage assets such as real property, IT infrastructure and vehicles.
Other significant bookings include a six-year, $267 million task order to provide a shared cybersecurity services platform to the Department of Homeland Security’s Continuous Diagnostics and Mitigation (CMS) program and a potential five-year blanket purchase agreement to modernize the digital asset management system at Ginnie Mae, a wholly owned government corporation under the Department of Housing and Urban Development.
The following month, CGI’s software-as-a-service offering called Momentum Enterprise Suite earned the Federal Risk and Authorization Management Program “Ready” designation. Momentum is designed to function as an enterprise resource planning system for federal customers to manage business processes in a cloud environment.
The company recently completed the first phase of implementation of the Momentum Enterprise Solution for the Department of Veterans Affairs’ Financial Management Business Transformation initiative. VA initially deployed the system at the National Cemetery Administration and intends to field the same technology at other VA components within a seven-year period, CGI noted early in February 2021.
Hurlebaus is among the several industry executives who support the Tech Steps Up for No Kid Hungry campaign, which raised $500,000 as of August 2020 to help feed children in need. Other donors to the child hunger charity include Dave Henderson, president for CGI’s U.S. commercial and state government operations; Todd Stottlemyer, CEO of CNSI; Nazzic Keene, CEO of Science Applications International Corp.; and Donna Morea, chair of SAIC’s board of directors.
