The U.S. Navy has continually worked to decentralize, differentialize and digitize the service branch’s work as well as develop its talent in the field. As the Navy continues to evolve to meet the growing demands, challenges still remain. During GovConWire’s Navy: IT Transformation Forum, notable industry and federal leaders will discuss the latest initiatives, efficiencies and challenges the service branch faces.
The Forum will feature an expert panel, hosting leaders across the public and private sectors, including Susan BryerJoyner, Ben McNeal and Christopher Cleary of the U.S. Navy, Manuel Hermosilla of the U.S. Fleet Cyber Command and Patrick Perry of Zscaler. Didier Legoff, vice president of NGEN-R Division with Leidos, will moderate the panel.

Moderator: Didier Legoff
LeGoff retired from the U.S. Navy in 2016, following a 29 year career. As the first program manager for the Navy ACAT 1 CANES program, he led the Navy’s flagship Information Technology acquisition Program from initial concept, through development and deployment.
After retirement, he joined Booz Allen Hamilton as a senior management and DoD Acquisition consultant. Didier joined Leidos as vice president in 2017, and currently serves as the Leidos NGEN-R vice president and program manager.
Panelist: Susan BryerJoyner
BryerJoyner is currently serving as Navy Cyber Security division director, Office of the Chief of Naval Operations. Previously, she served as senior military assistant to the Department of Defense (DoD) chief information officer; cybersecurity branch chief assigned to the Office of the Chief of Naval Operations; and flag aide to the first Commander, Naval Network Warfare Command.
Panelist: Ben McNeal
CAPT Ben McNeal is the acting deputy PEO Digital and the program manager, Naval Enterprise Networks, overseeing acquisition and development of the Navy Marine Corps Intranet and the Base Level Information Infrastructure for Outside of the Continental United States Navy Enterprise Network. He was instrumental in developing the processes for aligning the NAVWAR afloat modernization with ship maintenance.
Panelist: Christopher Cleary
Cleary was named the Department of the Navy chief information security officer (CISO) and director of the DON CIO Cybersecurity Directorate in Oct. 2019. In this role, he is responsible for maintaining the security of DON data and information, regardless of where it resides.
He is also responsible for meeting Communication Security standards, implementing management solutions, setting policy and standards across the DON enterprise, and ensuring DON alignment to the DOD cybersecurity architecture.
Panelist: Manuel Hermosilla
Hermosilla is a member of the Senior Executive Service and is the Executive Director for U.S. Fleet Cyber Command / U.S. TENTH Fleet. His more than 25 years of IT, networking and cyber experience comprises engineering, program management and leadership positions directing a broad spectrum of operationally focused IT organizations that delivered capability to the Warfighter, Combatant Commands, Military Services and Defense Agencies.
Panelist: Patrick Perry
Perry is responsible for the alignment of Zscaler capabilities to the DoD and Intelligence Communities (IC) mission sets in order to provide dynamic, mission focused innovative approaches to network/transport security. Patrick recently retired from the Army as a Signal Corps Chief Warrant Officer Four after more than 21 years of service.
GovConWire’s Navy: IT Transformation Forum will feature Aaron Weis, chief information officer (CIO) of the U.S. Navy and 2021 Wash100 Award recipient, as the keynote speaker. He will address the influence of emerging technologies, upcoming budgets and funding, and cybersecurity initiatives that will enable the Navy to become more effective in warfare.
Ast the Navy’s CIO, Weis is the principal staff assistant to the secretary of the Navy for information management, digital, data and cyber strategy.
He is also responsible for reviewing the DON budget proposal for Information Technology (IT) and National Security System (NSS) expenditures and investments, and certifying whether it adequately addresses concerns from enterprise efficiency and cybersecurity perspectives.
