Potomac Officers Club’s 5G Summit will feature notable federal and industry leaders on “The DoD Journey to 5G: Where We Are, Where Do We Need to Be, and What’s Next” Panel. The panelists will discuss emerging programs, priorities and challenges within the integration process of the new 5G framework.
The panel will be moderated by Lance Spencer, client executive vice president with AT&T Public Sector. The panel will feature Bong Gumahad, director of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance with the Office of the Under Secretary of Acquisition and Sustainment (OUSD(A&S)); Dr. Brian Mazanec with the Government Accountability Office; and Dwayne Florenzie of the U.S. Air Force.

Moderator: Lance Spencer
Spencer leads the AT&T business for the Air Force and Space Force, Office of the Secretary of Defense, Combatant Commands and Defense Agencies. He is responsible for identifying, aligning and developing AT&T and partner capabilities to meet Air Force, DoD, Joint and Coalition global operating needs to improve operational availability, cyber security, resiliency and cost.
Prior to his current position, Mr. Spencer served nearly 26 years in the United States Air Force, retiring as a colonel. He held a variety of key leadership positions in the United States and overseas.
Panelist: Bong Gumahad
Bong Gumahad, director of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance with the Office of the Under Secretary of Acquisition and Sustainment (OUSD(A&S)).
In this position he is responsible for acquisition oversight of the Intelligence Community (IC) Major Systems Acquisition (MSAs). His portfolio includes MSAs of the National Reconnaissance Office (NRO), National Geospatial Intelligence Agency (NGA), National Security Agency (NSA), and Defense Intelligence Agency (DIA).
Gumahad recently explained how the federal government can work to find and retain talent within space and cybersecurity.
The Department of Defense (DoD) has pursued a set of cyber programs to build bridges between government and the private sector, such as the Cyber Information Technology Exchange, a partnership between the DoD and industry to support sharing of IT workforce experience.
“A private sector employee can work for the Department of Defense in a cybersecurity position that spans across multiple mission-critical areas,” Gumahad explained. “Cybersecurity needs to be right there with the challenges and the changes, and this requires exceptional personnel.”
Panelist: Dr. Brian Mazanec
Mazanec is a director with the U.S. Government Accountability Office (GAO)’s Defense Capabilities and Management team, where he is responsible for co-leading the Strategic Warfare and Intelligence portfolio.
He leads and manages multiple teams evaluating a variety of national security programs and activities related to emerging warfare issues; intelligence community management; security and counterintelligence; sensitive activities and programs; personnel vetting; and space policy and operations.
Panelist: Dwayne Florenzie
Florenzie is senior strategy executive at the U.S. Secretary of the Air Force’s Office of Commercial and Economic Analysis supporting advanced technologies including 5G, IoT and AI. He supports the Under Secretary of Defense for Acquisition and Sustainment.
Florenzie previously held leadership roles in strategy, sales, business development, acquisitions, partnerships and integration of advanced technology for Cisco Systems and General Electric (GE) Digital especially in the areas of mobile networks, Internet of Things (IoT) and Artificial Intelligence (AI).
