Heidi Grant to Succeed Lt. Gen. Charles Hooper as DSCA Director

Heidi Grant, director of the Defense Technology Security Administration, has been appointed to serve as the Defense Security Cooperation Agency's next director, the Pentagon announced Friday.

She will succeed Lt. Gen. Charles Hooper, who has led DSCA since August 2017 and is a former Wash100 Award recipient.

Defense News reported her appointment marks the first time that a civilian official will hold that position since the establishment of the agency in 1998.

Grant took the helm of DTSA in 2018 after serving as deputy undersecretary of international affairs at the U.S. Air Force, where she oversaw over 470 cooperative agreements and more than 2.8K foreign military sales cases.

She previously served as director of resources at U.S. Africa Command and U.S. Central Command and budget analyst for the office of the undersecretary of defense for comptroller.

DSCA provides program and financial management support for the Department of Defense’s foreign military sales program, offers execution guidance to DoD entities implementig security cooperation initiatives and supports security cooperation workforce development efforts.
