TYSONS CORNER, VA, March 27, 2020 — Rebecca Cowen-Hirsch, senior vice president of government strategy and policy at Inmarsat Government, said she believes that federal organizations should use a “commercial first” approach to procure satellite communications platforms and services, ExecutiveBiz reported March 20.
She wrote in a guest piece for MilsatMagazine that integrating commercial technology into the Department of Defense’s baseline architecture could drive innovation and tech advancements that would support military service members and operational planners.
Cowen-Hirsch added that agencies should use satcom as a service in order to address uncertainty for DoD personnel regarding the availability and cost of bandwidth and enable them to concentrate on their missions.
She urged the department to transform acquisition methods to allow the government to choose from a wider variety of commercial offerings.
“DoD leaders should include procurement as well as Operations & Maintenance (O&M) funding within the Future Years Defense Program (FYDP) to intentionally acquire COMSATCOM as part of the overall architecture, rather than as an afterthought,” wrote Cowen-Hirsch.
