ICF (Nasdaq: ICFI) has named James Morgan, chief financial officer, as chief of business operations and Bettina Welsh, a senior vice president, as the new CFO, effective Feb. 29.
Morgan will oversee the company’s business transformation and operations and acquisition integration and project management offices and continue to lead mergers and acquisitions, administration, contracts, corporate information technology and procurement, ICF said Thursday.
He previously served as executive VP and CFO at Serco and spent nearly two decades at Science Applications International Corp. (NYSE: SAIC), where he served as SVP and senior finance officer for operational finance.
Welsh spent 17 years at SAIC and Leidos (NYSE: LDOS) and previously served as CFO at LMI. She led international and local government modernization projects during her 13-year career at PwC’s office of government services.
Sergio Ostria, an EVP at ICF, has been appointed head of the company’s new client services and innovation team. He will lead the firm’s services and technology portfolio to deliver more value to clients through analytics, accelerated problem solving, multidisciplinary collaboration and design thinking.
Anne Choate, an SVP at ICF, will succeed Ostria as head of the company’s energy, environment and infrastructure business. She will focus on energy efficiency, resilience, climate, energy market transactions, environmental planning and decarbonization areas in her new role.
John Wasson, ICF president and CEO and a 2020 Wash100 award winner, said the leadership appointments seek to further build up the company’s operations, advance innovation in client work and support growth initiatives.
