PSC’s Alan Chvotkin Stresses Importance of NDAA Provisions for GovCon Industry

Alan Chvotkin, executive vice president and counsel of the Professional Services Council, has said the 2020 National Defense Authorization Act includes several provisions to simplify Department of Defense procurement and contracting processes. President Trump signed the $738 billion defense policy bill into law Friday.

PSC said Friday it proposed measures that congressional negotiators incorporated into the final NDAA conference report, including recommendations to reform the the governmentwide security clearance process and limit the use of a “lowest price technically acceptable” sourcing approach.

The NDAA will also provide DoD additional authority on software and cybersecurity acquisition programs, update technical data rights policies and accelerate payment processing for smaller contractors.

œProvisions in this NDAA are incredibly important to the government contracting industry,” Chvotkin said.

“Their implementation will enhance competition in the federal marketplace, improve government and industry communication and ensure that the government purchases services in an effective and efficient manner, he added.
