On Monday, the House passed a $733 billion defense policy bill, by a 220 to 197 vote, for fiscal year 2020. The lower chamber™s 2020 National Defense Authorization Act is $17 billion less than the president™s budget request. Lawmakers are expected to meet in the coming months to reconcile the House NDAA with the Senate™s version of the bill, which would allocate $750 billion in fiscal 2020 funds for the Department of Defense.
This Week™s Contract Awards
The U.S. Navy awarded a potential seven-year, $800 million IDIQ contract to ICF to provide cyberspace technical, management and professional services for the Navy Information Warfare Center Pacific. The base period value of ICF™s contract is $330 million over three years with two separate two year options and a potential $800 million ceiling value.
CACI International received a potential five-year, $645 million task order on Tuesday, under the General Services Administration™s Alliant 2 contract vehicle, to provide end-user support and information technology services in support of U.S. European Command, U.S. Africa Command and AFRICOM™s Combined Joint Task Force “ Horn of Africa.

Elsewhere, Palantir Technologies secured a potential five-year, $143.8 million blanket purchase agreement on Monday from the U.S. Navy to deliver commercial-off-the-shelf software, hardware and related support services to the Department of Defense, intelligence agencies and the U.S. Coast Guard. The fixed-price BPA has a one-year base term valued at $27.6 million and four option years that could run through July 11, 2024.
HHS also awarded a potential five-year, $49 million contract vehicle to ECS to provide advanced Intelligent Automation/Artificial Intelligence (IAAI) solutions to customers across the federal government. The contract enables federal agencies to seek targeted procurements in emerging technologies such as blockchain/distributed ledger technology, natural language processing, robotics process automation and machine learning.
POC Hosts 2019 Secure Supply Chain Forum
On Thursday, Potomac Officers Club hosted the 2019 Secure Supply Chain Forum. Kristen Baldwin of DoD served as the keynote speaker for the forum while Cheri Caddy of the NSA, Tina Kuhn of CyberCore Technologies, Keith Nakasone of GSA and Don Davidson of Synopsys were featured on the forum™s panel to discuss how federal agencies protect, defend and secure supply chains from susceptible threats as well as address the technological challenges that are becoming more fundamental to supply chains.
