Andy Malay, former director of public sector sales and business development at IBM‘s Workday business, has joined spend management software vendor Coupa Software as regional vice president for the federal government sector.

He will be responsible for establishing Coupa’s value-as-a-service spend optimization model in an effort to help federal clients address contract management and procurement challenges, the company said Monday.

The more than two-decade federal market veteran will also work with customer agencies to help them manage spending through the use of technology.

Malay previously led a sales team that offers IBM’s Workday enterprise resource planning software product to the public sector.

Prior to IBM, he was VP and general manager of the federal civilian and international public sector group for SAP‘s U.S. subsidiary SAP America, where he managed the sales, delivery and implementation of software platforms designed for government customers.

He also served as VP for Manugistics‘ global government, aerospace, defense and airline group.

San Mateo, California-based Coupa offers cloud-based financial software platforms designed to help organizations manage buying power and spending.
