The General Services Administration has released the lists of apparent awardees under the rolling awards process for the Total Small Business; women-owned small business or WOSB; Historically Underutilized Business Zone, or HUBZone, small business; service-disabled veteran-owned small business, or SDVOSB; and 8(a) small business set-aside tracks of the One Acquisition Solution for Integrated Services Plus, or OASIS+, contract program.
In separate announcements published on SAM.gov, GSA said it will send formal awards and notices to proceed by mid-April to OASIS+ Total SB, WOSB, HUBZone, SDVOSB and 8(a) rolling awardees across seven domains: management and advisory; technical and engineering; intelligence services; research and development; logistics; environmental; and facilities.
Ordering activity for the new Total Small Business awardees on GSA eBuy will begin on April 16, while ordering for WOSB, SDVOSB, HUBZone and 8(a) tracks is set to start on April 17.
Total Small Business Set-Aside
Under the Total SB set-aside track, GSA’s Office of Professional Services and Human Capital, or PSHC, Categories selected 190 small enterprises.
Barring size status protests, 123 vendors are authorized to participate in the management and advisory services domain; 103 in the technical and engineering services category; 20 in intelligence services; 21 in R&D services; 22 in facilities; 13 in logistics; and 10 in environmental services.
WOSB, SDVOSB & HUBZone SB Set-Asides
Under the three socioeconomic set-aside tracks, contracts are expected to be awarded to 130 WOSBs, 112 SDVOSBs and 30 HUBZone small businesses.
According to the agency, 70 SDVOSBs, 83 WOSBs and 24 HUBZone small business awardees are eligible to participate in the management and advisory services domain; 19 HUBZone, 60 SDVOSBs and 82 WOSBs in the technical and engineering services category; and 29 SDVOSBs, 23 WOSBs and three HUBZone firms in the intelligence services domain.
For the R&D services category, 13 SDVOSBs, 17 WOSBs and two HUBZone businesses are authorized to take part.
Three HUBZone businesses, 16 WOSBs and 16 SDVOSBs are allowed to participate in the logistics services domain; 22 SDVOSBs, 16 WOSBs and five HUBZone firms in facilities services; and five WOSBs and three DVOSB firms in environmental services.
8(a) Small Business Set-Aside
GSA selected a total of 127 businesses for the OASIS+ 8(a) set-aside track.
The agency said 85 apparent awardees are authorized to participate in the management and advisory services category; 80 in the technical and engineering services domain; 13 in intelligence services; 13 in R&D; 13 in logistics; 18 in facilities; and 10 in environmental services.
Previous Awards Under OASIS+ Total SB, Socioeconomic, 8(a) Tracks
In July 2024, GSA issued the list of 1,383 awardees under the OASIS+ Total Small Business set-aside track contract program.
In September 2024, the agency released the lists of Phase 1 awardees under the three socioeconomic tracks: WOSB, SDVOSB and HUBZone.
OASIS+ is a suite of six multiple-award, indefinite-delivery/indefinite-quantity contracts with a five-year base period and a five-year option term. The program is designed to help federal agencies meet their procurement requirements for services-based solutions.
