DLA Eyes RTX for $50B Follow-On Patriot System Production Support Contract

The Defense Logistics Agency plans to award RTX a potential 20-year, $50 billion sole-source contract to provide systems, production and related support services for the Patriot missile defense system.

According to a presolicitation notice published Thursday, DLA intends to issue a request for proposal by April 4 and award the indefinite-delivery/indefinite-quantity contract no later than Aug. 5.

Scope of Proposed IDIQ Contract

The sole-source IDIQ contract is anticipated to have a five-year base term and three five-year option periods.

The proposed contract requirement will cover the supply of hardware, software, line replaceable units, repairs, production services, logistics support, wholesale supply, maintenance planning, configuration management, inventory management and sustainment engineering associated with sole-source systems or system components.

The umbrella contract may also include depot-level maintenance, additive manufacturing systems, packaging, storage, material management, reliability improvements and field engineering support.

DLA expects the Department of Defense and other federal agencies to use the contract vehicle to procure any RTX-built sole-source systems.

The umbrella contract will be a follow-on to a contract awarded to Raytheon, which now operates as a business of RTX, in September 2015.

In July 2020, DLA awarded Raytheon a potential $6 billion contract modification to provide spare parts, engineering and repair services for the Patriot surface-to-air missile system.

What Is Patriot?

Patriot is a missile defense system consisting of command-and-control technology, radars and multiple types of interceptors designed to detect and counter tactical ballistic missiles, drones, cruise missiles, advanced aircraft and other threats.

Since 2015, the system has intercepted more than 150 ballistic missiles in combat operations worldwide, building on its foundation of over 3,000 ground tests and 1,400 flight tests.

Raytheon has produced and delivered more than 240 Patriot fire units to 19 allied nations.
