DSA has undergone an organizational restructuring to better support customers and target markets. Kathleen Kirk, chief operations officer of the Trevose, Pennsylvania-based IT services company, said the changes will enhance DSA’s operational excellence and growth.
DSA Introduces New Business Units
Part of the changes at DSA is the introduction of new business units: the Federal Civilian and State Programs, the Intelligence and Critical Infrastructure Protection Programs and the Department of Defense Programs. Amy Fares, Robert Wheeler and Mike Donovan were all elevated to senior vice president roles and will lead the new business units.
Fares, head of the FC&S business unit, joined DSA as vice president in 2017. She previously held leadership positions, including as VP of business solutions, at Beacon Associates. Earlier in her career, Fares was a Risk and Control Solutions manager for T. Rowe Price.
Meanwhile, Wheeler, DOD Programs SVP, has 28 years of experience in program, project and operations management within the defense sector. He has been with DSA since 2015 and previously served as VP of command control communications-tactical operations. Before DSA, Wheeler played a critical role in growing IT solutions provider Symbolic Systems, Inc. He has a bachelor’s degree in business administration from Bloomsburg University.
Donovan, on the other hand, is in charge of the Intel and CIP business unit. He has been with DSA since 2001. Throughout his over 23 years at the company, he has climbed through the ranks, becoming VP for the Strategic Solutions Group in 2018. His resume also includes positions at American Management Systems and Washington Square Associates, Inc.
Bill Jones Named DSA SVP of Corporate Initiatives and Strategic Partnerships

As part of the reshuffling, DSA named Bill Jones as SVP of corporate initiatives and strategic partnerships.
He will be responsible for providing support across all business units by leading new business and M&A transition efforts, strategic growth, and coordinating relationships and activities for DSA technical partnerships.
Jones has been with DSA since 1995, having held a number of roles with increasing responsibilities: program manager, program director, senior director, vice president & general manager and senior vice president of DSA’s Integrated Solutions Group.
Earlier, he served for 20 years in the U.S. Army as a communications and electronics officer.
Other Executive Movements
Melissa Westcott was appointed as senior director and program manager for the U.S. Army Military Technical Solutions Program.
The company made Andrew Levine and Wayne Irwin senior directors. Levine will provide support services to various Army programs. On the other hand, Wayne will manage operations of key defense programs.
