USACE Begins Market Research for $249M Remedial Action Construction IDIQ

The U.S. Army Corps of Engineers has started seeking information on potential vendors that could provide remedial action construction, or RAC, support for the Iron King Mine–Humboldt Smelter, or IKM-HS, Superfund Site in Dewey-Humboldt, Arizona.

According to a sources sought notice published Thursday, USACE plans to award a potential five-year, $249 million indefinite-delivery/indefinite-quantity contract for RAC support services by the second quarter of fiscal year 2027.

The agency will hold an industry day on Jan. 28 to discuss the project scope, facilitate networking activities and respond to questions of stakeholders.

Responses to the market research are due Feb. 11.

Project Details

USACE Los Angeles District signed a cooperative agreement with the Environmental Protection Agency to provide remedial action for the IKM-HS site.

Contract work includes the removal and transfer of mine and smelter wastes and contaminated soils to two waste repositories, dam removal and retaining wall construction.

The agency is asking potential contractors about their experience with concrete dam removal, borrow area excavation and restoration, waste repository construction, landfill monitoring instrumentation installation and ecosystem restoration design and application, among other projects.

According to the notice, task orders under this IDIQ contract will range between $1 million and $50 million.

Environmental Remediation, Remedial Design IDIQs

USACE issued another sources sought notice for a potential $100 million IDIQ contract to provide environmental remediation services for the IKM-HS site.

Work on this contract includes excavation and removal of contaminated soil exceeding established cleanup levels, disposal of contaminated soil and restoration at residential and nonresidential properties and at selected areas at former mine and smelter properties.

The contract has a five-year base term and is anticipated to be awarded in the first quarter of FY 2026. 

The government is asking industry to provide examples of experience with environmental remediation, waste investigations, removal and remediation within the past five to 10 years.

For the remedial design work at the Superfund Site, USACE has asked potential sources about their experience in concrete dam removal, retaining wall design, waste repository designs and evaluation of groundwater impacts to earthwork operations in the last five years or decade.

The agency intends to award a five-year, $49 million contract by the second quarter of FY 2026.

Industry days for the proposed environmental remediation and remediation design contracts will also be held on Jan. 28. Responses to the notice are also due on Feb. 11.
