Executive Mosaic has selected Mark Andress, global vice president of defense and intelligence at Oracle, as chair of the Intelligence Leadership Group for the 4×24 Executive Leadership Program.
The 4×24 Executive Leadership Series is the government contracting industry’s most elite networking program. Through a series of dinner events, government leaders alongside members are afforded the opportunity to share ideas related to current trends throughout the GovCon landscape in pursuit of advancing government missions.
Jim Garrettson, CEO of Executive Mosaic, said the company looks forward to having Andress back overseeing the Intelligence Leadership Group in his second season.
“Intelligence has proven to be increasingly critical across a myriad of government missions in recent years, especially in today’s complex threat environment,” noted Garrettson.

Prior to joining Oracle in 2023, Andress served as the chief information officer at the National Geospatial-Intelligence Agency. In this role, he spearheaded all governance, innovation, management and development associated with NGA’s IT infrastructure and oversaw a joint workforce of approximately 7,000 employees across various operational sites.
The 12-year U.S. Navy and Coast Guard veteran also spent time as the assistant deputy chief of naval operations. From 2004 to 2009, Andress held numerous leadership roles at the Office of Naval Intelligence, including executive director of the Hopper Information Services Center and deputy director of ONl’s maritime intelligence operations center.
