The U.S. Space Force has issued a request for proposals to initiate the first on-ramp process to procure Lane 1 launch services as part of the National Security Space Launch program’s third phase.
Space Systems Command said Wednesday it will accept proposals through Dec. 13 and expects to make an award by the spring of 2025.
Under the on-ramp opportunity, potential launch providers should have a plan in place for the initial launch by December 2025.
“Our NSSL Phase 3 strategy is designed to leverage the innovative commercial launch market to diversify our launch solutions with new systems able to launch more risk-tolerant space vehicles to traditionally commercial orbits,” said Col. Douglas Pentecost, SSC’s Assured Access to Space deputy program executive officer.
“Emerging launch service providers are able to on-ramp each year to the NSSL Phase 3 Lane 1 contract when their launch systems are ready giving us more diversity and competition,” he added.
NSSL Phase 3 Lane 1 On-Ramp
According to the RFP published Wednesday on SAM.gov, the Space Force intends to issue multiple-award, indefinite-delivery/indefinite-quantity contracts with a basic ordering period of four years and a five-year option period.
At least 30 missions are expected to be competed under Lane 1 through annual task order competitions.
Dual-Lane Approach to NSSL Phase 3
The Space Force implemented a dual-lane approach to the NSSL Phase 3 acquisition effort to ensure assured access to space and meet warfighter needs.
Under Lane 2, SSC intends to award up to three FFP indefinite-delivery requirements contracts with a five-year ordering term covering launch services, special studies, mission unique services, fleet surveillance, launch services support and early integration studies.
Initial NSSL Phase 3 Lane 1 Contract Awards
In June, the Space Force awarded Blue Origin, SpaceX and United Launch Alliance positions on a potential 10-year, $5.6 billion contract to provide launch services as part of the NSSL Phase 3 Lane 1 program, facilitating the deployment of national security payloads to their intended orbits.
In October, SpaceX secured two Lane 1 launch service task orders under the NSSL program’s third phase.
