Government technology company Raft has appointed business development executive William “Bill” Bal as senior vice president of growth and human resources executive Danielle McCoy as chief people officer.
Raft said Tuesday Bal will oversee the company’s business strategy, spearhead new business opportunities, promote collaborative leadership and help advance the delivery of new tech platforms to public sector partners.
His appointment comes as the digital consultancy works to expand its offerings and capabilities in digital transformation, intelligence and multidomain operations.

The former Air Force intelligence officer brings to Raft over 23 years of industry experience delivering advanced platforms to national security customers.
He most recently served as VP of strategy and growth at Omni Federal.
According to his LinkedIn profile, Bal has held senior leadership positions at several companies, including senior director at Octo, senior business development executive at ECCO Select, managing partner at Nosys Solutions and business development manager for national intelligence systems at Raytheon.
Danielle McCoy
McCoy most recently served as senior director of people at Raft.
Before joining the digital consulting firm, she was head of people and culture for the Americas at Nuix.
According to her profile on the professional networking site, the chief people officer’s industry career included time as director of HR at Angi, director of HR and talent at mHelpDesk and technical recruiter at HireStrategy.
In a LinkedIn post announcing her promotion, McCoy said, “The past two years have been incredible, and I’m deeply grateful to Shubhi Mishra and every single Rafter for trusting me with the opportunity to continue fostering our people-first culture.”
Mishra is the founder and CEO of Raft.
