Malcolm Harden Appointed Bixal Consulting Services SVP

Malcolm Harden, an industry executive with over 30 years of experience in IT, federal contracting and business development, has joined Bixal as senior vice president of consulting services.

Harden will lead the development and implementation of consulting strategies and ensure that company offerings are in line with market demands, Bixal said Wednesday. 

Before joining Bixal, Harden served as chief growth officer at Safal Partners, a Texas-based business consulting firm. He also previously held the roles of vice president, general manager and federal partnerships leader at Microsoft (Nasdaq: MSFT), where he oversaw engagement and supported government customers. 

Harden had several senior leadership positions at CGI (NYSE: GIB) for about 15 years of his career, according to his LinkedIn profile. From 2018 to 2021, he was the company’s vice president of strategic operations and was in charge of its growth in the mid-Atlantic U.S.

Bixal CEO Carla Briceno welcomed Harden’s addition to the Fairfax, Virginia-based company’s senior leadership team, saying, “He brings a wealth of both expertise and experience that we know will prove invaluable as we work towards our vision of a future where governments and organizations embrace data, technology, and human-centered practices to improve the lives of all the people they serve.”

Harden joined Bixal months after it secured a seven-year contract from the U.S. Agency for International Development. The $60 million deal awarded in March covers technical assistance and data monitoring and analysis. 

The certified woman-owned consulting business also won a contract in 2021 to offer strategic communication services to the Army Program Executive Office Enterprise Information Systems through 2026.
