Plexico provides thought leadership and expert opinion to GovCon clients looking to gain operational oversight of their respective markets to make data-driven business decisions.
He oversees a team of federal market analysts that helps customers use and analyze market intelligence to land contracts with U.S. federal, state and local governments.
In April, the team analyzed the Biden administration’s initial fiscal year 2024 discretionary budget request to assess federal agencies’ spending priorities that may lead to potential contractor opportunities.
“As we look ahead to 2024, some of the uncertainty still remains about the market in general and the federal government marketplace specifically. But contractors looking to get ahead of the competition can use this market intelligence to get a better sense of where the funding is flowing, understand what items are likely to remain priorities, and structure a long-term business development plan to support their government sales efforts,” the fifth-time Wash100 awardee said.
A month later, Deltek revealed positive growth and revenue outlook among government contractors in its annual survey of GovCon leaders. According to the “2023 Clarity Government Contracting Industry Study,” 57 percent of 700 surveyed GovCon leaders saw an increase in their overall contracts with the federal government.
The respondents also shared their insights into the challenges companies face in the federal market, with 37 percent of respondents identifying labor costs as the most significant factor affecting business operations in 2023.
“The challenges companies are facing primarily relate to the labor markets, including shrinking headcounts and wage inflation making it difficult to deliver the best value on contracts, along with ongoing obstacles presented by evolving compliance requirements,” Plexico said.
Deltek fulfilled its commitment to supporting small businesses looking for ways to identify and pursue more GovCon opportunities through the launch of the GovWin IQ Small Business Resource Center, a comprehensive toolkit of resources for smaller companies.
The resource center provides small businesses access to learning guides on agency buying behavior, guidance on identifying potential teaming partners, market research and analysis and government contact lists.
“We know that small businesses often don’t have the time, resources, or knowledge of the market to compete with their large business counterparts. We want to level the playing field and enable their success with educational content and tools for finding and winning more business,” Plexico said.
In a GovCon Expert article published in November, Plexico said that the rapid and more consistent growth in small business contracting has driven top federal contracting opportunities in 2023.
“Since 2011, our researchers have seen a 49 percent growth rate in small business contracting, compared to 24 percent growth in the ‘other than small’ category. In addition, small business contracting has also shown much more stability than contracting with ‘other than small’ businesses,” the Deltek SVP said.
Speaking with Executive Mosaic, Plexico shared his insights on how Biden’s October 2023 executive order on establishing new standards for secure and trustworthy development of artificial intelligence technologies will shape the future of AI in the government landscape.
Plexico highlighted the need for a governance model to guide the implementation of AI across the private and public sectors.
“If you think back to how agencies adopted cloud computing or cybersecurity, it often started with governance models put in place to help agencies have clear lines of understanding around the appropriate and safe ways to implement some of these new technologies,” Plexico said.
