Bill Webner, chair, president and CEO of Capgemini Government Solutions, debuted on this year’s Wash100 Award, Executive Mosaic’s annual selection of 100 elite leaders in the government and government contracting space. He is being recognized for driving technological innovation in support of government customers’ missions.

Webner took the helm of Capgemini Government Solutions in February 2023 as part of a succession plan initiated by Doug Lane’s retirement. Since then, the consulting leader has led Capgemini’s independent subsidiary and its delivery of enterprise and technology modernization products and services to civilian, health, national security and defense customers.
“As a strategic partner to our clients and global provider of world-class business and technology solutions, Capgemini’s potential in the federal market is limitless,” Webner said at the time of his appointment, looking forward to continuing the company’s efforts to bring transformational value to its people and clients.
Capgemini was one of the winners of the 2023 5G Challenge launched by the National Telecommunications and Information Administration’s Institute for Telecommunication Sciences in collaboration with the Department of Defense. The initiative highlighted capabilities focused on integrating hardware and software for 5G network subsystems.
5G is among key topics Webner discussed during his spotlight interview with Executive Mosaic in October. He talked about the role 5G plays in connecting Internet of Things devices and providing connectivity at the tactical edge.
“The introduction of 5G technology has been a game-changer for IoT at the tactical edge since it offers ultra-reliable, low-latency connectivity for IoT devices, enabling users to aggregate data from multiple sensors, cameras and other inputs to fully inform real-time tactical decisions.”
The multifaceted technologist continued to share how the mentioned capabilities can be improved, “Evolved Quality of Service and slice management capabilities can improve 5G network capacity management by enabling dynamic resource allocation and optimization to cater to multiple coexisting use cases.”
“Looking ahead, there are some critical strategies to enhance these capabilities. We’re talking about improving network resilience and security, optimizing energy use, enabling different devices to interface seamlessly and ensuring we can scale up as IoT keeps evolving. All of this is pivotal for staying at the cutting edge of technology in these tactical scenarios,” he said.
Webner also provided insights about public sector applications of artificial intelligence and machine learning, barriers to it and how to overcome them, and shared his outlook on the global defense landscape. Read more about the timely discussions here.
The Capgemini Government Solutions chief executive brings to the role over three decades of experience in transforming and achieving public and private sector missions through technology innovation. He served as vice president of the company for more than eight years before ascending to his current position.
Prior to joining Capgemini, Webner was a practice leader at Booz Allen Hamilton for nearly 15 years. He kicked off his consulting career as an analyst at Freddie Mac.
Webner also currently sits on the board of directors at the Professional Services Council. He was appointed as a board member for up to three years until Dec. 31, 2025, representing the government technology and professional services industry.
