Modernization is currently a top priority for the U.S. Navy, and the service branch has already revamped its Navigation Plan to reflect the urgent need for cutting-edge capabilities. More recently, Navy Secretary Carlos Del Toro, a 2023 Wash100 Award winner, ordered the development of a 30-year infrastructure modernization plan, another step forward in the service branch’s ongoing journey to stay competitive in today’s maritime environment.

Achieving these goals requires significant investments, and the Navy has ramped up its efforts to issue the contracts needed to accelerate its modernization initiatives. The three contracts below are just a few of the many notable opportunities for companies looking to help the service branch reach its modernization objectives.
Contract for General Construction, Hampton Roads Area of Responsibility, VA – $575 million
This indefinite-delivery/indefinite-quantity, multiple-award contract aims to modernize numerous Navy sites in the Hampton Roads Area of Responsibility in Virginia and, if necessary, additional Naval Facilities Engineering Systems Command facilities in the Mid-Atlantic region. One of these locations, the Norfolk Naval Shipyard, is also a focus of the service branch’s Shipyard Infrastructure Optimization Program, a modernization and optimization effort that targets four Naval Shipyards.
Navy Industrial Prime Vendor Generation IV Project – $500 million
The Defense Logistics Agency’s Navy IPV Gen IV Project contract is a vehicle to provide hardware and material management to three Navy Fleet Readiness Centers across the U.S. The program is intended to continuously deliver consumable spare parts to these facilities to support consistent programmed depot maintenance.
TECOM Range and Training Programs Division Operational Support – $2.5 million
Issued by the Marine Corps, the TECOM Range and Training Programs Division Operational Support is designed to bolster the service branch’s training capabilities. Under this award, the contractor is expected to provide a progressive training continuum to boost planning, preparation, exercise and assessment capabilities for USMC units, an endeavor that supports multiple Marine initiatives.
