NOAA Solicits Proposals for ProTech 2.0 Oceans Domain IDIQ

The National Oceanic and Atmospheric Administration has released a request for proposals for a 10-year recompete contract covering technical, professional and scientific services in the oceans domain. 

The ProTech 2.0 Oceans Domain is a multiple-award, indefinite-delivery/indefinite-quantity contract reserved for small businesses and has a base period of five years and an option term of five years, according to a solicitation notice published Tuesday.

ProTech is a suite of multiple-award IDIQ contracts consisting of satellite, oceans, fisheries and weather domains with a ceiling amount of $8 billion for the overall procurement effort.

The services to be provided under ProTech 2.0 Oceans will support the offices of the National Ocean Service worldwide and a network of 29 coastal sites meant to study and protect estuarine systems, U.S. ports and sites of oil and chemical spills in U.S. and state waters, among others.

The contractor will provide services across several areas, including studies, analyses and reports; applied research, development, engineering, consulting and operations; field sampling, data collecting, and surveys; consulting, program and project management; and capacity building.

In January 2019, 24 companies won positions on the first iteration of the ProTech Oceans contract.

Proposals are due June 15.
