DHA Offers Update on DevMAC 2.0 Software Development Contract

The Defense Health Agency is working on a new contract vehicle meant to maintain a set of multiple awardees that could provide software development, user interface and user experience and human-centered design skills and capabilities in support of the Defense Healthcare Management System.

The second iteration of the Development Multiple Award Contract is part of the DHMS program executive office’s digital transformation strategy, called PEO 3.0, which seeks to develop teams of tech developers that could adapt to the rapidly evolving defense and health ecosystem, according to a special notice published Wednesday.

According to a draft request for proposals, the contract could have a ceiling value of approximately $700 million.

Contracting officer J.R. Oliver said DHA is implementing Agile techniques in developing DevMAC 2.0 and has made a Kanban board to provide vendors updates with regard to the development of the vehicle.

Same concept as DevMac, just a little more scaled down,” Oliver said of DevMAC 2.0 in a video posted Wednesday.

He noted that DHA wants the vehicle to be “more manageable, more prototype-ish type of multiple-award contract to get it off the ground so we could start getting lessons learned.”
