This marks the sixth consecutive year that Gilliland was awarded the Wash100, which annually lists the top 100 key public and private sector individuals with demonstrated leadership, innovation, vision and means to shape the government contracting landscape in the coming years.

Gilliland’s inclusion in the 2023 edition builds on her Wash100 wins in previous years. To mention a few, she was recognized for driving cloud modernization and cybersecurity services in 2022 and for leading cloud deployment program support in 2021.
The 2023 win continues to highlight the executive’s accomplishments as GDIT president.
Under Gilliland’s leadership, GDIT reported its highest margin and earnings in the last four years. According to the 2022 Annual Report of General Dynamics, the business segment logged over $11 billion in awards during the year, reaching a nearly 20 percent increase from the 2021 figures.
One of the most notable contract wins for the General Dynamics subsidiary is the potential 10-year, $829 million task order the Defense Intelligence Agency awarded in February 2022. The Customer Care Center task order covers IT services for domains and networks at DIA locations worldwide.
Commenting on the award, Gilliland said the GDIT team will work with the agency as it executes its IT modernization strategy over the next decade.
Another major award is the potential seven-year, $661.6 million deal with the Environmental Protection Agency. The company will develop and operate EPA’s enterprise IT infrastructure and application platforms as part of the Managed Application, Infrastructure, Networking, Enterprise and Security Services task order, which was announced in April.
GDIT also received a Defense Information Systems Agency other transaction authority agreement in February. Under the potential five-year, $162 million award, the company is responsible for building and deploying an identity, credential and access management platform for Department of Defense applications.
“DOD and DISA’s enterprise ICAM solution will serve as a critical pillar of its cybersecurity strategy and ultimate push toward a zero-trust architecture. As a foundational element of [Joint All-Domain Command and Control], it is also key to DOD’s vision of a connected joint force,” said Gilliland.
Aside from IT infrastructure modernization work, GDIT also performs logistics, sustainment and maintenance services in support of U.S. and coalition forces. The company was awarded a $518 million task order from the U.S. Army Communications-Electronics Command for continued services to Army Field Support Brigade regions.
In addition to contract wins and earnings growth, 2022 also marked the start of GDIT providing the National Geospatial-Intelligence Agency with user-facing and data center services as part of a potential 10-year, $4.5 billion deal. The company won the contract in December 2021 but Leidos filed a bid protest with the Government Accountability Office to challenge the award. In March of the following year, the protest was withdrawn.
According to her company bio, Gilliland leads GDIT’s growth strategy execution focused on artificial intelligence/machine learning, cloud, cybersecurity and other in-demand technology market areas. She has also established an employee-focused culture by driving the acquisition of advanced technical skills and certifications for the workforce and generating opportunities for thousands of early career professionals.
