NATO to Solicit Bids for Future Land Command and Control System

The NATO Communications and Information Agency plans to solicit proposals for a program that seeks to buy and implement a commercial off-the-shelf software offering designed to provide command-and-control capabilities for NATO ground forces at operational and strategic levels.

The agency expects the Future Land Command and Control System, also known as Demeter, to replace the Land C2 Information System to support future NATO ground operations, such as enabling battlespace management and facilitating the exchange of information across operational domains, according to a notice posted Tuesday on SAM.gov.

Potential vendors must have a professionally active facility in the U.S., apply and seek clearance from the U.S. Department of Commerce for participation in the NATO international competitive bidding process and secure a declaration of eligibility from DOC.

Interested stakeholders should submit the completed NATO ICB application or request a DOE by Jan. 18.

The NCI Agency intends to release an invitation for bid in January and award a contract by December 2023.
