Since its inception in 2019, the Space Development Agency (SDA) has continually worked to develop and modernize architecture concepts, systems designs, innovative technologies and emerging capabilities to enable leaders across the space domain to leverage next-generation space capabilities that increase warfighters’ lethality, maneuverability and survivability.
During Potomac Officers Club’s 2021 SDA Forum, notable public and private sector leaders will unite to address the latest initiatives, efficiencies and challenges facing the nation, as we compete to maintain space superiority.

Dr. Derek Tournear, director of the SDA within the U.S. Department of Defense (DoD) will be featured as a keynote speaker during the forum. The event will also host an expert panel, with Dr. Frank Turner, CDR Damon Melidossian and John London of SDA, as well as Lt Col. Tim Trimailo of the Space & Missile Systems Center. The panel will be moderated by Stacy Kubicek, vice president and general manager of Mission Solutions with Lockheed Martin.
Keynote Speaker: Dr. Derek Tournear
As director of the SDA, within the Office of the Under Secretary of Defense for Research & Engineering (OUSD(R&E)), Tournear works to unify and integrate space capability development and deployment across the department to achieve the DoD space vision while reducing overlap and inefficiency.
He previously served as the assistant director for Space, where he was responsible for developing the research and engineering roadmap to address future gaps in the DoD space architecture.
Keynote Introducer: Kay Spears
Sears is the vice president and general manager of the Military Space line of business within Lockheed Martin Space. In this role, she is responsible for critical national security space programs and mission areas including global navigation satellite systems, space-based missile warning, protected communications, space protection and operations, logistics and sustainment for various customers including the Department of Defense.
Panel Moderator: Stacy Kubicek
With Lockheed Martin Space, Kubicek is responsible for approximately 4,400 employees and an annual sales base of over $1.5 billion in support of government defense and intelligence agencies.
Mission Solutions develops, delivers and operates mission critical solutions including development of innovative enterprise, cloud and application-based solutions for mission management, command and control, collection orchestration and tasking, processing and data analytics, along with premier operations and sustainment of space-based programs.
Panelist: Dr. Frank Turner
Turner is the technical director for the SDA. He has deep experience in the management and direction of advanced technology research, development, test and evaluation of current and emerging military systems. His expertise includes space systems, directed energy, nuclear weapons effects, systems engineering and architectures and operational evaluation and employment.
Panelist: CDR Damon Melidossian
Melidossian is the commander of the SDA Custody Cell. He has previously served as the strategic debriefer for Field Operating Base, Naples, Italy; Intelligence Exploitation Team 2 (IET-2) officer-in-charge, assistant operations officer and training office department head (N7), Navy Expeditionary Intelligence Command (NEIC),
He w American Legation United States Naval Attaché (A/ALUSNA), United States Defense Attaché Office (USDAO) Tel Aviv; and deputy director of Navy Attaché Affairs.
Panelist: John London
London is the chief of the Warfighter Integration Cell with SDA. Before taking the SDA position, he was assigned to the US Army’s Space and Missile Defense Command (SMDC), Space and Strategic Systems Directorate as Chief Engineer.
Panelist: Lt Col. Tim Trimailo
Trimailo is the materiel leader for the Commercially Augmented Space Inter-networked Operations (CASINO) program within the Innovation and Prototyping Directorate, Space Development Corps, within Space & Missile Systems Center (SMC). In his role, Trimailo manages the Space Force investment in DARPA’s Blackjack program.
