Hon. Kevin Fahey, assistant secretary of Defense for Acquisition (ASD(A)) with the U.S. Department of Defense (DoD), will be featured as a keynote speaker during GovConWire’s Defense Digital Acquisition and Modernization Forum on December 1st, 2020. Vince Vlasho, Managing Director, Defense & Intelligence with Accenture Federal Services (AFS), will moderate Fahey’s address.

As ASD(A), Fahey advises the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)), the Deputy Secretary of Defense, and the Secretary of Defense on matters relating to the Department of Defense Acquisition System, acquisition program management and the development of strategic, space, intelligence, tactical warfare, command and control and business systems.
In early Oct. 2020, Fahey announced that DoD’s new policy, which seeks to guide services’ software development and acquisition efforts, was finalized and signed by Hon. Ellen Lord, undersecretary of defense for acquisition and sustainment and a 2020 Wash100 Award winner.
“Just this week, Ms. Lord signed out the final version of the software acquisition [policy], so now 5000.01, .02, we have all the pathways, we’re on our way on the instructions,” Fahey said.
The updated DoD Directive 5000.01 and DoD instruction 5000.02, “Operation of the Defense Acquisition System” provide program managers with “acquisition pathways” that they can use to procure various types of capabilities.
During GovConWire’s Defense Digital Acquisition and Modernization Forum, Fahey will discuss the DoD’s Software Acquisition Strategy, Defense Acquisition Workforce Development and the future of data and IT modernization across federal agencies.
The event will also host an expert panel, featuring William Cohen of the U.S. Army, Frank Konieczny of the U.S. Air Force and Jane Rathbun of the U.S. Navy. Lauren Knausenberger, deputy chief information officer of the U.S. Air Force, will participate in a fireside chat to address online education reform and cybersecurity threats and performance.
